Because CORE professionals all have been contractors with in-depth, firsthand field experience, they understand the realities of the construction process and the daunting challenges that project teams face.  As a major and complex construction project evolves, many factors will impact the value of the project investment. CORE’s Project Advisory Services assist clients with the implementation of project monitoring techniques to maintain cost, schedule, and quality objectives; provide transparency and accountability for all project stakeholders; and avoid, minimize, or resolve disputes during the construction project lifecycle. We have provided our Project Advisory Services for numerous large, complex projects throughout construction project lifecycles and have helped clients realize superior project results while minimizing the risk of disputes.

Dispute Resolution Services

Having deep experience and proven successes in dispute resolution for complex construction projects, CORE approaches every aspect of projects in dispute with rigorous, detailed analysis and evaluation of project data to render pragmatic guidance. We prepare and analyze as-planned versus as-built comparisons, assess planned vs. actual labor productivity, produce clear and unambiguous supporting data associated with schedule delays, and deliver sound, evidence-based reports and reliable insight.

On occasion, litigation will focus on whether the inexperience or incompetence of key parties to the project may have been a root cause of delay and disruption impacts. Because of our reputation as consummate and highly experienced construction professionals, CORE has been trusted to evaluate the performance of Contractors and Owners concerning the management and administration of a project.  Our experience with all aspects of construction and with dispute resolution in national and international litigation forums, gives us the ability and advantage to be effective and compelling, whether serving as an expert witness or providing expert testimony during a dispute proceeding.

Key personnel

STEVE HUYGHE / FOUNDER AND CHAIRMAN

Starting in the late 1960s and for 23 years, Steve Huyghe worked as a licensed general contractor constructing large industrial facilities. He has spent over 27 years analyzing, resolving, and testifying to some of the largest construction projects in the world. As founder and chairman of CORE International Consulting, Steve provides specialized executive consultation and advice – in trusted confidence – for construction owners, contractors, and ministries. Steve devotes his time and passion to helping these executives optimize their construction process, progress, and success – before, during, and after construction. Currently based in North America, Steve lived in Asia for four years and provided expert testimony in many countries and legal forums. His commitment to comprehending the complex cultural, business, and construction requirements unique to each country is imperative and he assimilates these requirements with professional expertise.

TRACY TURFAIT / HEAD OF OPERATIONS

Tracy Turfait provides consulting and analysis on a wide range of dispute and project advisory projects. She has 15 years of experience in domestic and international industrial construction. Her experience as an engineer and general contractor expands from large-scale construction projects in the oil and gas, energy and automotive industries, on offshore oil and gas pipelines, natural gas fired simple and combined cycle power plants, co-generation power plants, fossil fuel fired power plants, solar power plants and geothermal generation projects. Tracy has worked as a “hands-on” EPC contractor to construct both international and domestic offshore oil and gas pipelines and power plants. She has supervised pipe spool fabrication (both onshore and offshore), pipe support fabrication, and modular pipe rack fabrication, and she has performed work as an estimator, R&D designer, subcontracts administrator, design engineer, site engineer, and commissioning engineer, in vendor surveillance at fabrication facilities and in commercial management.

DR. FARAMARZ (FRED) RAHBAR / MANAGING DIRECTOR – NORTH AMERICA, MIDDLE EAST, SAUDI ARABIA

Dr. Fred Rahbar leads CORE’s Project Advisory Services in North America, Saudi Arabia, and throughout the Middle East. His 40+ years of experience include planning, scheduling, and cost control, and hands-on experience developing, reviewing, and implementing claims mitigation procedures for all phases of a construction project for owners, consultants, and EPC contractors. Dr. Rahbar’s experience with international projects includes infrastructure, transportation, power, nuclear energy, wastewater, oil, gas, petrochemical, and other EPC projects. Dr. Rahbar provides cost and scheduling expertise in all phases of the construction project life cycle for a wide range of projects and litigations. He establishes accurate project durations for large-scale construction projects and proper project controls to track quantities, manpower, productivity and much more.

TSANG WONG / MANAGING DIRECTOR – HONG KONG

Tsang Wong is based in Hong Kong and has managed international project claims and project monitoring services projects in Thailand, Indonesia, Lebanon, Bahamas, Saudi Arabia, India, Dubai, Australia, Guam, China, and Mongolia. Tsang is a registered engineer with over 15 years of experience in construction management and consulting, dispute resolution, and litigation support. Tsang has prepared and analyzed complex construction claims related to schedule delays, productivity losses and disruptions, cost overruns, design errors and omissions, and standard of care. He has provided project advisory services related to contract strategy, project scheduling, and project controls; developed and implemented specialized data management systems; and managed electronic discovery on data- and document-intensive construction dispute cases. In addition, Tsang has developed detailed as-planned and as-built schedules, and used CPM schedule analysis techniques to quantify delays, determine entitlement and allocate responsibilities.

CHRIS SABLE / PROJECT CONSULTANT

Chris Sable has over 20 years of experience in various aspects of project and construction management, CPM schedule development and implementation, project schedule risk analysis, construction project auditing, construction claims analysis, and arbitration and litigation support. His qualifications include preparing and updating CPM schedules, providing forensic schedule and claims analysis, change order analyses and resolution, arbitration and mediation preparation, managing expert consultants (dirty and clean), document control and field supervision, subcontractor scope development and monitoring, productivity analysis, and cost estimating. This wide range of expertise has been obtained through his involvement on a variety of projects, including: LNG, FPSO, petroleum refinery, gas supply expansion, semi-submersible oil platform, tank farm, natural gas floating platform, peaker and combined cycle power plants, cement storage facilities, processing plants, and terminals, schools, apartments, museums, and commercial buildings, and roadways and bridges.

INTESAR AHMED / MANAGING DIRECTOR

Intesar Ahmed brings to CORE International Consulting over 35 years of diverse experience in Process Engineering, Project Management and Cost Estimation in multiple markets including Refining, Gas Processing, Chemicals and Petrochemical industries. Mr. Ahmed has developed design packages and estimates for several Olefins Units, gas plants and refineries, which involved developing process schemes, identifying alternate technologies, developing process simulation, PFDs and P&IDs, developing capital and operating cost estimates.  He has also led Process Design teams for several projects. Intesar’s Cost Estimation experience includes preparation of conceptual, funding and definitive cost estimates, validate project funding cost estimates, review project lump sum turnkey tenders, lead lump sum change order/amendment negotiations, negotiate claim settlements, presenting capital expenditure budgets to executive management and supervising and training cost estimators.  Mr. Ahmed is based in CORE’s Houston office.
